CORTIST / VERIFY BEFORE YOU FORECAST / 27 OCT 2026
Make the forecast auditable. Not merely plausible.
Two real-world AI events have clearer research definitions. This is the public evidence and external-review pack for independent experts: what the source documents say, what would count as an outcome and which source-quality issues remain before a well-justified editorial lock; independent expert signoff is optional.
Frozen candidate deadline: 27 October 2027, 23:59:59 UTC. Reviewer role: EU law expert and independent official-record archivist.
Publicly documented baseline · 27 October 2026
The legal process exists; the search for a complete baseline of earlier fine decisions has not been certified. Absence of an indexed decision is not evidence that none exists.
What the original official sources establish
Article 101(1) empowers the European Commission to impose fines on providers of general-purpose AI models; Article 101(2) requires preliminary findings and a chance to be heard before a fine decision.
Implementing Regulation (EU) 2026/1755 establishes proceedings and procedural safeguards in contemplation of Commission fine decisions; that regulation is not itself a fine.
An Article 101 fine is an act of the Commission, not a fine imposed by a Member State supervisory authority.
YES only when all required evidence agrees
At least one Commission decision is identifiable by official decision number or primary source and expressly imposes a fine pursuant to Article 101(1) on a GPAI model provider.
Official decision adoption date lies between 2026-10-27 and 2027-10-27 inclusive, with 23:59:59 UTC endpoint convention if independently approved.
A complete official source or an independently authenticated Commission copy substantiates the adoption date, recipient, statutory basis and imposition of a fine.
Does not qualify
An implementing regulation that creates the procedural route rather than imposing a fine.
Commission preliminary findings, opening of proceedings, warnings, information requests or consultations.
A penalty imposed by a Member State or under a different EU legal basis.
A news story about potential sanctions unsupported by a Commission decision.

Was a paid driverless Munich ride actually completed?
Frozen candidate deadline: 27 October 2027, 23:59:59 UTC. Reviewer role: German transport-law expert and independent Munich service researcher.
Publicly documented baseline · 27 October 2026
Waymo’s checked Germany FAQ explicitly describes tests with drivers and no commercial rides. Munich and Waymo target late 2027; Cortist’s cutoff is 27 October 2027.
What the original official sources establish
Waymo’s official Munich FAQ describes mapping and validation with a driver and says commercial rides are not yet offered on the checked page.
Waymo announced preparation on 25 August 2026 and targets public ride-hailing towards the end of 2027.
Munich’s official 3 September 2026 announcement says mapping and safety-driver tests come first, with public passenger service targeted for late 2027.
The Bavarian state government identifies KBA vehicle approval and state operating-area approval, handled in Bavaria by Landesbaudirektion Bayern, for the cited Level 4 legal framework.
Under AFGBV Section 7, autonomous vehicles operating under this legal regime require an officially approved designated operating area; a permit alone is not commercial availability.
Landesbaudirektion Bayern describes itself as the responsible Bavarian operating-area permit authority outside motorways.
YES only when all required evidence agrees
A member of the general public can book a paid ride via a publicly accessible Waymo service channel rather than invitation-only testing.
A qualifying ride is actually completed within the official City of Munich municipal boundary by the original deadline; the itinerary need not be disclosed if an independent reviewer can confirm it in a privacy-preserving manner.
No human safety driver or human operator is physically inside the vehicle during that passenger ride.
Operator statement plus independent confirmation of paid, completed, public service in Munich corroborate the qualifying date.
Does not qualify
Mapping or validation drives with a safety driver, with or without passengers.
Regulatory approval without an actual qualifying fare-paying ride.
Invitation-only, unpaid, private or publicity tests; waiting lists and service announcements.
Trips outside municipal Munich or after the original 27 October 2027 cutoff.

Conflict check. State reviewer’s name, qualification, affiliations and conflicts publicly. A reviewer cannot be invented or silently treated as independent.
Source-level assessment. Follow official document identifiers, archive the relevant records and mark every proposed positive, negative and baseline condition as approved, rejected or unresolved.
Publish objections. Identify incomplete records, unknown permits, unavailable decisions, publication delays, disputed municipal boundaries and privacy-preserving evidence limits.
Public attestation. Produce an independently signed, public review with a verifiable digest and a date. An unsigned or merely downloaded template is not approval.
Prospective lock. For the external-review route, after resolving objections Cortist may publish a separately dated probability and final scoring rule. Never rewrite the older question or probability.
This page exposes documentary research so others can verify it. It does not imply that any external reviewer has been appointed, that governmental approval has been issued, or that a future event has resolved.
